Asset Building Financial Inclusion Report

Recommendations From the Field: Individual Development Accounts as Part of a Universal Asset-Building System

This report explains the rationale for taking IDAs to scale, which formed the foundation of the authors’ final recommendations, as well as the roundtable discussion, and introduces a vision of a universal asset-building system. The report then proposes recommendations for better realizing a move to scale. Utilizing the data and ideas from the interviews and roundtable along with their own expertise, the authors describe the conditions that call for paradigm shifts or action, and then outline actions that might be taken, including crucial first steps.
