ABLE (Achieving a Better Life Experience) Accounts are asset-building tools designed facilitate asset accumulation in households with a member who has a disability, but take-up of the accounts has been low. Analyzing data from the Refund to Savings initiative’s Household Financial Survey, this study examined awareness of the accounts among low-income tax filers and obstacles to take-up. The authors discuss the study’s implications for efforts to increase assets without jeopardizing benefits eligibility for people with disabilities.
