Civic service is as a means of active citizenship, nonformal education and a tool for peace building. This research study has been carried out at a time when interest in youth civic service is increasing rapidly in Europe. In 2000, there was only one country in Europe with a legal framework and (some) government support for voluntary service. Today there are six, with discussions going on several other countries. The study aims to understand the legal, financial and administrative frameworks of youth voluntary and civic service being developed in France, Germany, and Italy.
