In the fall of 2003, at the Umatilla Reservation, Individual Development Accounts (IDA) coordinators from the tribes met with a project team from the Center for Social Development and Kathryn M. Buder Center for American Indian Studies, at Washington University in St. Louis, for a full day of interviews and conversation related to the development of their IDA programs. Drawing on these conversations and subsequent communications, this case study seeks to trace the opportunities and challenges the Oregon tribes faced while exploring the concept of building assets in general, and establishing culturally specific financial education and IDA programs
