This study of IDA design, implementation, and administration was conducted during the first two years of a national policy demonstration called the “American Dream Demonstration” (ADD). The demonstration is designed to test the efficacy of asset building initiatives for lowwealth individuals, households, and communities. The evaluation of ADD is a six-year multimethod study (1997 to 2003) of IDAs at 13 sponsoring organizations around the country.
