As in other U.S. cities, tax increment financing and other development incentives have diverted hundreds of millions of dollars from St. Louis’s city budget. These incentive programs are enacted with little transparency or public accountability. In St. Louis, they are frequently used in the neighborhoods that need them the least and are rarely used in majority African American neighborhoods. This article presents a case study of Team TIF, a community-academic partnership designed to raise awareness, increase government transparency, and promote a racial equity agenda for development incentives in St. Louis.
