On the Precipice of Reform: Welfare Spell Durations for Rural, Female-Headed Families

This paper presents results from the first stage of a larger research project to examine welfare use through analyses of data from the 1992 and 1993 panels from the Survey of Income and Program Participation. In addition, through comparison with results of earlier research, this paper provides evidence on the effectiveness of state welfare reform efforts to change the behavior of benefit recipients.
