The Perspective is organized in two parts. The first part is CSD’s assessment of the potential of 529 savings plans as a platform for inclusive saving policy, and summarizes CSD state-level research on inclusive features of 529s. This is important so the reader can see the starting point of the discussion. The second part is a debate. The debate is not intended to have a winner and loser⎯policy issues are seldom so clear-cut⎯but to inform the thinking of those who are interested in this topic, and hopefully to contribute to better policy choices and more productive research in the future.
