Policy Context for CDAs Over the Next 20 Years

Noting the broad erosion of federal investments in children, mobility, and other developmental priorities, C. Eugene Steuerle makes the case that efforts to reform the federal budget raise the prospect of a renewed focus on opportunity. Steuerle discusses Child Development Accounts as one possible expression of this renewed focus.

The November 2008 conference paper was developed for publication in Child Development Accounts: Theory, Evidence, and Policy Potential, a special issue of Children and Youth Services Review. Released in November 2010, the special issue was edited by Michael Sharraden, Youngmi Kim, and Vernon Loke.
