In the United States, federal law specifies parameters for 529 college savings plans, and states craft 529 plans within those parameters. Federal amendments enacted in late 2017 expand the range of expenses for which 529 account funds may be used, and those amendments have implications for the state policies that govern several Child Development Account programs. This concise analysis by Prosperity Now’s Justin King and CSD’s Margaret Clancy summarizes state reactions and makes the case that the federal amendments have created a moment of opportunity.
